This quest is available starting Chapter 19.
Crazy looking Dragon's Armor
Talk to the man in an alleyway east of the Arena. He will tell you to bring him 5 Dragon Skins. Bring him 5 Dragon Skins and he will turn it into either armor or greaves (He makes you choose between "chest" or "legs"), if you bring him 5 more Dragon Skins, he will make the other equipment that you previously did not choose. Just be sure (if you want the full set) to choose "legs" if you previously chose "chest" and vice versa).
